The BOM version is captured at the point of planning or creation, any new BOM created after this is not picked up irrelevant of the date. When you create a new BOM the assumption is that all elements from that point (depending upon the date) will pick it up. All currently released Kanbans or orders would need to be recreated to reflect the new structure. Case management would help in this, by having a step that stated you updated all existing orders, I seem to remember a cascade through of existing production orders (not Kanbans) but that could have been an add-on, not sure if the current one would do that.
