Andre was showing security development tool available in ax2012. In Ax2009 you should combine the users with their associated groups and the security keys on that group. There is no report available. What you could do is export the security keys set on the group with the security level (aka full access/view/update etc.) to excel and export the users with their groups. Then merge those in excel.
