Cannot create a record in User information (SysUserInfo). The record has never been selected. after install visual studio 2013

after install visual studio 2013 and install update 5 i got this error when i try to open application

Cannot create a record in User information (SysUserInfo).
The record has never been selected.

and also this error when try to open option field i got this error

i made compile using commend and also sync data and still the error popup
