It really depends on the amount of customizations and ISV solutions you have, the number and quality of resources your Partner is able to put on the issue, the volume of code conflicts between your ISV solutions+customizations and the hotfix, etc. I could easily imagine that code upgrade takes 2 weeks, internal testing 1 week, customer testing and sign off another couple of days, then have to wait for the next Maintenance Window to release the changes and install the kernel components. It easily adds up to that amount, however, to judge it by the individual case it is very hard to do as an outsider.
