is it possible create one invoice from project with hours and items in the same invoice ? AX201R3

hen i check hours and items of the same project inside of "create invoice proposal" form, and accept (clic ok button)... the system create 2 invoice proposal

why ?

is it the ax standard?

can i change this  ?

I need create one invoice with items and hours...

what can be wrong in the configuration ?
