From the images you have shown me there is a data inconsistency where we have transactions associated to the order that are not closed, but no document in a situation where those transactions can be in that state. The incomplete transactions I believe are the first issue to resolve, but you have no menu entry to do this because there is no open document.
Once this is sorted you can then try to reset.
Why are you actually trying to reset?
By developer I mean one that will understand what is happening and be able to pick through the infolog and the inventory transactions. Yes you are a developer but not one that can do this task otherwise you would not be asking :-) I can tell you functionally what is happening, but why lies with the people who processed it and why, and for a developer to debug the restrictions causing the non-reset.
