how to cancel PO and PR so that the budget reservation returns?

I use AX 2012 R3.

Please help me to solve this issue:

I have an issue, now I use a budget control for PR and PO. I want to cancel PO and PR so that the budget returns. I have tried simulating the scenario, the PO can be canceled and the budget reservation for budget encumbrance = 0, while PR cannot be canceled and the budget reservation for pre-encumbrances still exists. How do you get PO and PR canceled and the budget back?
