Try these steps. The template you have seems like a corrupt one based on the message.
1. Deploy the Service Group 'BudgetServices' from AOT (AOT > Service Groups > BudgetServices, right click and Deploy Service Group)
2. Once the group is successfully deployed, create a newtemplate using the wizard Budget planning configuration > Templates > Wizard)
3. Add the template to Budget planning process and test (you can also test by refreshing the template in designer mode. Use a document number as a filter to avoid getting all data)
