Basically, that batch refreshes the counters on the tiles on workspaces.
My suggestion would be to delete the old ones and create a new Data cache refresh batch job.
1. Delete old ‘Data cache refresh batch’ batch job
2. Go to System administration > Setup > Data cache > Data cache parameters
3. Click on ‘Flush system cache’ under General tab.
4. Click on ‘Initialize batch job’ under Cache refresh. It will create a new batch for “Data cache refresh”
If you want to dig in further to find the cause then you can check for the application event log at the time “Data cache refresh” batch errors out or stuck in the execution phase.
