This may not suit you 100%, but you can enable print management to Email the Purchase order confirmation through to either fixed addresses or specific address purposes on the vendor (?). This should cater for you needs as only confirmed POs would normally go out. Alerts will be limited to actual users in the system so would probably not work for you.
