Cannot Receive several items on Transfer Order

Dear Expert,

I have a problem concerning on receiving Transfer Order Shipment. within  a single transfer, our warehouse shipped 3 different items to one of our stores. however, store supervisor could only receive two of the shipped items, while another one item could not be received. I have checked the history (screenshot attached) and there is no further information on how I can deal with it.
Now, I am concerned on how to deal with it, if:

1. All items (including one item), have been sold out.
2. One or all items are still available in the store
3. All above, but to deal with the shipper (our warehouse) regarding the items they have shipped
